Sindh Institute of Child Health and Neonatology (SICHN) is a specialized healthcare institution in the province of Sindh, Pakistan. The institution was established after the Sindh assembly passed an act on 28th January 2019, and it was operationalized on 23rd August 2022. SICHN is committed to providing comprehensive healthcare services to children and neonates, and it is led by a team of experienced professionals. The Executive Director of the institution is Prof. Syed Jamal Raza, and the Chief Operating Officer (COO) is Dr. Shahid Raza. The Head Office of SICHN consists of three major departments, namely Finance, Procurement, and Human Resources, which work together to ensure that the institution runs smoothly and delivers high-quality healthcare services to its patients.
Chief Operating Officer
Dr. Shahid Raza is currently heading the operations of the Sindh Institute of Child Health & Neonatology (SICHN) as Chief Operating Officer.
Previously, he had a leading position in the Center of Excellence for Trauma and Emergencies at the Aga Khan University Pakistan, served as the Director of Operations of the Hashmanis Group of Hospitals, Director Programme of the ChildLife Foundation and at different positions in Aman healthcare services as a pioneer & founding member.
He was one of the founding members in the development of Pakistan’s first advanced life support ambulance service, In ChildLife Foundation, Dr. Raza led the team to establish 10 Pediatric emergency rooms and 15 Tele-resuscitation units across Sindh and Baluchistan, he was responsible to handle the operations of research grants of over 10 million USD at AKU.
Dr. Raza has been involved in core operations, automation projects, the establishment of welfare foundations, corporate strategy, quality initiatives, and the implementation of KPIs-driven processes that help in planning and decision-making.
Dr. Raza did his MBBS from Liaquat University & completed his master’s in health management from IoBM, he is also trained in clinical neurology from JPMC. Currently pursuing MPhil in Business Management from the Institute of Business Management.
Finance Manager
Arif Khan is an experienced Finance Manager with a Master’s in Business Administration and a Bachelor’s in Science. He successfully manages budgets and achieves targeted goals while demonstrating creative problem-solving and communication skills
Arif has extensive experience of working with various UN agencies and has completed multiple professional trainings in finance and management. He is currently serving as a Finance Manager for the Sindh Institute of Child Health & Neonatology (SICHN) where he oversees financial matters, accounting operations, budgeting, and external audits.
Human Resource Manager
Yasir Rafiq Khan is a versatile and analytical HR Professional who has significant experience of over 10 years at tactical and strategic levels in handling complex human resource matters. He has held Senior positions at various organizations including ChildLife Foundation, Shaheed Mohatarma Benazir Bhutto Trauma Center Karachi, and Liaquat National Hospital & Medical College. Yasir holds an MS in Management Sciences and an MPA in Human Resources from Hamdard University and the University of Karachi, respectively
Procurement Manager
Atta Ur Rehman is an experienced Procurement and contract administration executive who has contributed to streamlining procurement and contract administration procedures in both the public and private sectors. He has administrated large and complex consultancies and works assignments, managing procurement operations for goods, services, and works. An excellent leader who prioritizes effective communication to prevent miscommunication-related errors. Formerly Assistant Procurement Specialist in AAP-Health Government of Sindh World Bank Project and currently working as Procurement Manager at SICHN, with more than 7 years of experience in planning, acquisitions and contract management in public and private sectors.
